Abstract
Mobile Crisis Response Programs (MCRPs) have emerged as alternatives to police for emergency mental and behavioral health calls, yet their effectiveness in diverting calls from police remains contested. CAHOOTS, the United States' longest-running MCRP, has been subject to widely varying ad hoc diversion rate estimates, from 3% to 20%. We use a systematic difference-in-differences design to estimate the causal effects of CAHOOTS on police call volume by introducing three estimators. The Substitution Diversion Rate (SDR) quantifies MCRP responses that directly replace police responses and estimates the rate at 18% for CAHOOTS. Our results indicate that in addition to substituting for police response, CAHOOTS was associated with reductions in police-handled call volume consistent with a prevention effect. The Prevention-adjusted Diversion Rate (PDR) accounts for both call substitution and prevention, and we estimate it at 23% for CAHOOTS. Finally, the Overlapping-mandate Diversion Rate (ODR) quantifies the proportion of mutually answerable calls handled by an MCRP. We estimate CAHOOTS’ ODR at 50%. Our findings provide evidence that MCRPs significantly reduce police response call volume through direct substitution and likely incident prevention.

Description of the data and file structure
This deposit contains a fabricated "test" data set in the same format as computer-aided dispatch (CAD) data from Eugene, Oregon, used in the associated study, along with a snapshot of the code repository used for the analysis. The test dataset is provided because the original data cannot be shared under the CC0 license waiver. Please see the 'Access Information' section below for details on how to obtain the real data, which covered CAD records from January 1, 2016 through December 31, 2021.
CAD_test_data.csv
The file contains 1,000 fabricated (CAD) records covering calls and six variables. Each row represents a responding-unit record associated with a CAD call.
| Variable | Description |
|---|---|
Call_Created_Time |
Date and time the CAD call was created. Format: YYYY-MM-DD HH:MM:SS. |
Unit_Dispatched_Time |
Date and time the responding unit was dispatched to the call. Blank when no dispatch time was recorded. |
Unit_OnScene_Time |
Date and time the responding unit was recorded as arriving on scene. Blank when no on-scene time was recorded. |
InitialIncidentTypeDescription |
Initial call-type classification assigned in the CAD system. Values are categorical text labels describing the nature of the incident. |
PrimaryUnitCallSign |
Call sign of the unit designated as the primary responding unit for the call. CAHOOT identifies a CAHOOTS unit. |
RespondingUnitCallSign |
Call sign of the responding unit represented by the row. CAHOOT identifies a CAHOOTS unit. |
CAHOOTS_diversion_rate_repository_of_scripts.zip (Zenodo)
CAHOOTS_diversion_rate_repository_of_scripts.zip is a snapshot of the code repository for this analysis (GitHub here: https://github.com/Nathan-M-Burton/CAHOOTS-study).
The archive includes the analysis scripts, supporting functions, software-environment specifications, generated figures, and a repository README.md containing instructions for reproducing the analyses and a detailed description of the code structure.
Code/software
CAD_test_data.csv is a comma-separated values (CSV) file and can be opened using standard statistical, spreadsheet, or programming software.
The analysis code contained in CAHOOTS_diversion_rate_repository_of_scripts.zip is written in Python. Software dependencies and versions are specified within the archive in environment.yml and requirements.txt.
Access information
The CAD data were obtained from the Eugene Police Department through a public records request. To obtain the original data (rather than this fabricated example), a request can be submitted at https://eugeneor.justfoia.com/publicportal/home/track. Be sure to request the variables specified above for dates January 1, 2016 through December 31, 2021.
